Public School education was originally conceived by the Prussians. Massachussetts decided it was a good idea. The core concepts of education were: standardization and measurement. This enabled everyone to get a core education at scale — most people got a decent education to participate in society which was fueled by the industrialization of america. In addition the concept of tracking enabled the smarter (or wealthier) kids to get better training so that they can manage lots of people.
